Rwanda Unveils Ambitious 2025/2026 Budget Worth 7 Trillion Frw: Over Half from Domestic Revenue

The Minister of Finance, Yusuf Murangwa, presented the draft law for the 2025/2026 national budget to both chambers of Parliament this Thursday.

He revealed that the proposed budget will amount to 7,032.5 billion Rwandan Francs, an increase of 1,216.1 billion compared to the revised 2024/2025 budget of 5,816.4 billion Frw.

This increase is primarily driven by the acceleration of construction work on the new Kigali International Airport, the expansion of RwandAir, and reforms in employee pension schemes, according to the minister.

He stated: “Domestic revenues will reach 4,105.2 billion Frw, foreign grants are expected to reach 585.2 billion Frw, while external loans will amount to 2,151.9 billion Frw.”

As for expenditures, the minister said regular government spending will amount to 4,395.1 billion Frw, while development projects and state investments will consume 2,637.4 billion Frw.
