The Rwandan Senate’s Plenary Session has approved its recommendations on the draft national budget for the 2025/2026 fiscal year and the medium-term expenditure framework for 2025/2026 – 2027/2028.
Key priorities to be considered in the 2025/2026 national budget include:
Increasing the agriculture budget to help the country meet its development goals;
Increasing the energy budget to achieve the goal of universal access to electricity;
Increasing the budget to support the private sector and promote youth employment, encouraging private investment in diverse projects;
Allocating more funds for consolidating genocide memorials, constructing and renovating memorials of the 1994 Genocide against the Tutsi;
Increasing district budgets for Nyamagabe, Gisagara, Rutsiro, Kamonyi, Karongi, and Kayonza to accelerate poverty reduction programs.
Overall, the Senate finds that the draft budget aligns with the country’s vision as outlined in the National Strategy for Transformation (NST2) and is distributed in a way that supports the implementation of the fundamental principles of the Rwandan Constitution, particularly Article 10.
The Senate’s recommendations will be forwarded to the Chamber of Deputies in accordance with the law.
